A call for papers has been issued for a special issue of BEPAM on Public Private Partnership (PPP) – Lessons learned and Ways Forward in Meeting Emerging Needs. The deadline for submissions is 31st October 2025.
Aims of the Special Issue
This Special Issue has three aims:
- Extract, consolidate and disseminate lessons from past PPP projects, including both successful cases that achieved value for money, balanced risk and public confidence, and those that fell short in meeting targets.
- Develop forward-looking frameworks and robust tools that prepare PPPs to meet expected demands in infrastructure and public services.
- Contribute to building a clear research agenda that highlights unanswered questions and promising methods for closing such gaps over the next decade of PPP studies.
Anticipated Themes
To guide contributors and ensure balanced coverage, this Special Issue organises its scope around two complementary vantage points. The first set of themes explores past experience, extracting practical and theoretical lessons from completed PPP initiatives. The second set looks ahead, inviting ideas and evidence that can shape the next generation of partnership models. Together they form a menu from which prospective authors can select a precise focus while still contributing to the broader aim and objectives of documenting lessons learned and charting ways forward.
Past experience – lessons learned
- Delivery performance and value for money across completed PPPs
- Effectiveness of risk allocation and drivers of contract renegotiation or termination
- Governance transparency, accountability and community trust
- Fiscal impacts, contingent liabilities and long-term budget risks
- Cross-jurisdictional institutional learning and policy transfer
Future directions – ways forward
- Adaptive contractual and financing models, including Lite PPPs and hybrid alliances
- Climate-resilient, low-carbon frameworks for next-generation infrastructure
- Digital monitoring, open data and real-time performance dashboards
- Inclusive procurement and measurement of social value outcomes
- Whole-life asset management and circular economy principles for PPPs
