Objectives and Scopes

Amidst mounting global pressures for more effective and efficient forms of PPP, specific current needs were identified and presented in the CIB PPP Research Roadmap. This presents as main research themes: Financing and financial models and structures, Risk allocation and Management; Transparency and Accountability including Regulatory and Institutional frameworks; Public Policy and Private/Public Sector behaviors; PPP Project Evaluation; Contractual structure; and PPP Performance Indicators.

Moving forward, more innovations and novel approaches are being developed in the formulation and implementation of PPP around the world. This calls for a new or additional research agenda for PPP, in addition to the roadmap already produced earlier.
The scope or the Commission is informed by the description of Public-Private-Partnerships (PPP) as joint ventures, in which a private consortium and public or governmental bodies cooperate; each applying its strengths to develop a project to deliver public services more quickly, more efficiently and with better value for money. Consequently, the Working Group will facilitate research forums for academics, practitioners and experts in the field at international, national and regional levels.

The Commission objectives are:

  • address PPP at an international level, by expanding the established global forum, to facilitate exchange and synthesis of research identifying new and emerging international protocols and practices in PPP in facilities and infrastructure development
  • expand and further develop the thriving international research and practice community within this PPP field by proactively bringing together academics, practitioners and experts in the field to collaborate on distinct scholarly tasks, apart from targeting meaningful developments in PPP knowledge and practice
  • stimulate the translation of academic research results in PPP into industry-relevant and immediately applicable knowledge
  • promote the dissemination of information and research output from PPP research through workshops, seminars, conference proceedings and social media
  • expand the academic and professional core research competencies in PPP.

Current Work Programme

The Commission will facilitate Research and Development forums for academics, practitioners and other experts in the field at international, national and regional levels through meetings, publications and other possible means.

Highlights of Recent and Planned Outputs

  • from 2020: Planned to facilitate knowledge-exchange via the W122 web-site forum and easy access to other PPP resources: https://cib-w122-ppp.weebly.com/w122-forum and a further developed https://cib-w122-ppp.weebly.com
  • postponed from 2020: planned outputs from a scientific session which was to be led by CIB W122, as the ‘International PPP Roundtable’ at the 5th China PPP Academic Forum – Conference at Tsinghua University, Beijing, originally scheduled for 16-17 May 2021, but postponed due to ‘COVID 19’.
  • 2021: CIB recognized Journal BEPAM Special Issue on:“PPP Theory vs. Practice: Charting new Trajectories”, Editors: Boeing Laishram and Ganesh Devkar, in Built Environment Project and Asset Management (BEPAM). NOTE: This theme and activity arose from the focused deliberations during the CIB W122 brainstorming session at the CIB WBC in Hong Kong in June 2019.
  • 2021: CIBW122 was a  co-organiser and supporter of the International Webinar organised from Australia, by University of Technology Sydney (UTS) on 17 June 2021, entitled: “Optimising Public Private Partnerships for Infra-structure Investments in the aftermath of COVID-19” Of the two Sessions, the Session 2 programme was arranged by CIB W122 at the invitation (and with the strong support) of Dr. Yongjian Ke our W122 Communications Coordinator who is based at UTS, with: Chair: Prof. Mohan Kumaraswamy, HKU; Keynote: Prof. Baabak Ashuri, Georgia Tech, USA; Panel DiscussionModerator: Prof. Mohan Kumaraswamy, with Panel Members: Prof. Baabak Ashuri, Georgia Tech, USA; Prof. Athena Roumboutsos, University of the Aegean; Greece,;Prof. Boeing Laishram, IIT, Guwahati, India.
  • Planned: Two W122 Sessions will be held at the 2022 CIB WBC in Melbourne, Australia in June 2022. Papers have been reviewed for this from 2021 and now finalised. A Special Issue ofBuilt Environment Project and Asset Management (BEPAM) Journal, will be published in about 2023 based on developed and again peer-reviewed versions of selected papers from this session, as maybe supplemented by those from a general call. The W122 theme at CIB WBC 2022 is Public Private Partnerships – Past, Present and Future. It is planned to include a Brainstorming session (as proved useful at 2019 CIB WBC), although the mixed (live-virtual) mode could reduce the efficacy. Depending on the number and interests of the participants, as well as the outputs from this Brainstorming session,  this could contribute to an updated Research & Development Roadmap that could be developed in 2023, also drawing on next Item (planned book) below.
  • Planned Book:  planned to be edited by Yongjian Ke and Robert Osei-Kyei (the proposal is currently under preparation), to capture, consolidate and disseminate the accumulated Body of Knowledge in PPP Project Management.

The Commission has close cooperation with the CIB Recognised Journal, Built Environment Project and Asset Management (BEPAM)

Membership

Members of the Commission are appointed representatives of CIB Member Organisations or Individual CIB Members.

Status

The Working Commission was established in February 2017 to replace the former CIB Task Group TG72 – Public Private Partnership.
